Victorian Tunnelling Training Centre Feasibility Study
Holmesglen Institute and Cross Yarra Partnership
Melbourne’s major new tunnel projects (Melbourne Metro, Westgate Tunnel, North East Link Tunnel) created the need for a local labour force skilled in tunnelling and working underground.
The Melbourne Metro contractors (CYP) and Holmesglen Institute decided to investigate the options for creating a new “Victorian Tunnelling Training Centre”, and engaged Biruu to lead the technical and commercial analysis needed to understand how this could be done.
Biruu prepared a Feasibility Study, embracing most elements of a Business Case, and assisted the partners in presenting the proposal to government.
On the basis of this study, the Victorian Government committed $16 million to the development of the Australian-first Centre, anchoring a new trades training campus in Chadstone.
Berwick Campus Expansion Business Case
Chisholm Institute
Chisholm’s Berwick campus sits in a growth corridor, surrounded by several hospitals and other human services employers, and enjoys strong enrolments.
Biruu has helped Chisholm plan, and secure the funding, for the progressive expansion of Berwick campus over several years, with the Business Case for “Health at Berwick” and Anchor Building.
Frankston Campus Redevelopment Business Case
Chisholm Institute
Biruu as commissioned to develop two Business Cases for Chisholm Institute: Frankston Campus Redevelopment Stage One and Stage Two. The $76 million Stage One redevelopment has now been successfully funded and built.
The Stage 2 Business Case underpinned an election promise to continue the expansion of Chisholm’s Frankston campus with a new $67 million facility.
On the basis of Biruu’s two Business Cases, Chisholm’s Frankston campus will continue to dominate quality post-secondary education delivery on the Frankston/Mornington Peninsula catchment.
Victoria University Campus Master Plan Business Case
Victoria University
Victoria University decided to investigate a proposal to consolidate its dispersed collection of campuses and focus its resources on upgrading its larger campuses. It needed an enterprise wide analysis to provide a “line of sight” through the whole proposal, embracing educational, financial, student load, infrastructure and government policy outcomes.
Victoria University engaged Biruu to design a staged master-planning process, and prepare a Business Case to support the Campus Master Plan, based on the full DTF Business Case template including the development of an ILM, financial modelling including enrolment projections and comprehensive options analysis.
Gastronomy and Provedore Business Cases
William Angliss Institute
In order to provide its students with more hands-on experience, William Angliss Institute sought to expand their facilities and create the Angliss Providore, a fully functioning restaurant staffed by students.
They also sought for a Centre for Gastronomy, a facility which could be used for research and industry events to address the gap between the public's growing interest in gastronomy and the lack of educational resources dedicated to exploring the field.
Biruu was engaged to develop Full Business Cases for these projects, including financial modelling, enrolment projections and comprehensive options analysis.
